TLV Basis is fluorosis and methemoglobinemia. Dogs and rats exposed to 24 ppm for 6 months showed effects likely resulting from methemoglobinemia. No evidence of lung damage in dogs or rats exposed to 24 ppm; In subchronic studies of rats, dyspnea, cyanosis, methemoglobinemia, fluorosis, lung consolidation, and liver injury were observed.
